To unlock Cyrodilic Collections Daily repeatable quests you need to first complete the Murkmire Prologue Quests. You can start the Murkmire Prologue Quests for free via the crown store quest starter. Or speak with Concordia Mercius who can be found in the cities of Vulkhel Guard, Daggerfall, or Davon's Watch.
For completing the Murkmire Prologue Quests you will unlock the Murkmire Grave Stake Memento.

Concordia Mercius is part of the Cyrodilic Collections society and offers you the Murkmire Prologue Quests.

  • next to the Davon's Watch Wayshrine in Stonefalls

  • next to the Daggerfall Wayshrine in Glenumbra

After you completed the two Murkmire Prologue Quests (Ruthless Competition & The Cursed Skull) you will unlock the Cyrodilic Collections dailies. You can find the Quest Giver Jee-Lar in Shadowfen not far away from the Stormhold Wayshrine.
Who is Jee-Lar and what kind of daily quest does he offer?
Jee-Lar is an Argonian who works for the Cyrodilic Collections organization. Once you completed the Ruthless Competition and The Cursed Skull Quest he will offer you daily repeatable quests.
Jee-Lar offers you following dailies:
  • Anti-Venom Agitation: Help to create an anti-venom
  • A Taste for Toxins: Search in Aliki'r desert for venom sacs and capture a Copper-Tongued Skink.
  • Reeling In Recruits: Help the Cyrodilic Collections with finding new recruits across Tamriel
  • Winds of Kyne: Travel to Eastmarch and help Priest Hodyette
  • Salty Meats: Support the Cyrodilic Collections by gathing food supplies
  • The Bug Off!: Gather materials to create bug repellent candles
Is it part of the ESO Base game or do I need a DLC or ESO plus subscription?
