Is it part of the ESO Base game or do I need a DLC or ESO plus subscription?

To be able to obtain the Shroomtender Style you need to own the Necrom Chapter.

Necrom will be available as a DLC when the next Chapter is released (May/June 2024). It will be then also part of the ESO plus subscription.

How do I apply this Style to my gear?

To apply the Shroomtender Style to your gear, you have to create an outfit via an outfit station.
