How can I earn Siege of Cyrodiil Merits?
You can find once per day/per account one guaranteed Siege of Cyrodiil Merit inside a Siegemaster's Coffer.
These coffers are rewarded by completing daily repeatable quests from daily repeatable Imperial City District Quests.
Be careful, Siege of Cyrodiil Merits have a 20 hour cooldown after you opened the last time a Siegemaster's Coffer.
If you play on PC you can use the Addon "Item Cooldown Tracker" to track various loot cooldowns in the Elder Scrolls Online.

Tel Var General Merchant
Depending on the item you would like to create you have to purchase from the Tel Var General Merchant the necessary upgrade item.
