How can I obtain the Elinhir Arena Lion pet?
To be able to obtain the Elinhir Arena Lion pet you need to acquire 40 Arena Gladiator's Proofs in Cyrodiil.

How can I create Elinhir Arena Lion pet?
Once you collected 40 Gladiator Proofs you can visit the War Researcher merchant and buy for 50 000 Alliance Points Arena Gladiator's Roar.
First, you need to have your 40 Gladiator Proof's in your inventory, then use the Arena Gladiator's Roar to create a Runebox: Elinhir Arena Lion.
Use the Runebox: Elinhir Arena Lion to add the Elinhir Arena Lion pet to your collection.

Is it part of the ESO Base game or do I need a DLC or ESO plus subscription?
Cyrodiil is part of the base game and you don't need any Chapter or DLC to enter that Zone.
