You have a chance to obtain the Kindred's Concord Style by completing Bastion Nymic in the Telvanni Peninsula & Apocryphia. Furthermore you have a chance to find Kindred's Concord Style pages from Necrom Reward Coffers given by Ordinator Tandasea.

Is it part of the ESO Base game or do I need a DLC or ESO plus subscription?
To be able to obtain the Kindred's Concord Style you need to own the Necrom Chapter.
Necrom will be available as a DLC when the next Chapter is released (May/June 2024). It will be then also part of the ESO plus subscription.
What do I need to craft the Kindred's Concord Style?
To craft the Kindred's Concord you need the style material ? which can be obtained by defeating Bosses in the Bastion Nymic in Necrom. Additionally you have a chance to find the crafting material in necrom Reward Coffers.
