Is it part of the ESO Base game or do I need a DLC or ESO plus subscription?

To be able to obtain the Clan Dreamcarver Style you need to own the Necrom Chapter.

Necrom will be available as a DLC when the next Chapter is released (May/June 2024). It will be then also part of the ESO plus subscription.

What do I need to craft the Clan Dreamcarver Style?

To craft the Clan Dreamcarver you need the style material Terror Oil which can be obtained by defeating Bosses in the Sanity's Edge Trial in Necrom.
