You can acquire the Courtly Traveling Attire Costume by earning the "Peace in Our Time?" achievement.
How can I earn the Peace in our Time achievement?
Finish the main story line of the High Isle chapter and complete the final quest "a chance of Peace" to unlock the "Peace in Our Time?" achievement.
Is it part of the ESO Base game or do I need a DLC or ESO plus subscription?
You need to own the High Isle Chapter.
High Isle will be available as a DLC when the next Chapter is released (May/June 2023). It will be then also part of the ESO plus subscription.
