First you need to collect 10 Welkynar Style Motif Fragments in the Cloudrest Trial.
Then you have to use a Welkynar Binding.
This will consume 10 Welkynar Style Motif Fragments and give you one random Welkynar Style fragment.
How can I get Welkynar Style Motif Fragments?
You have to defeat Z'Maja in the Cloudrest Trial. You can earn more Welkynar Style Motif Fragments if you fight Z'Maja on a higher difficulty.
How many Welkynar Style Motif Fragments can drop from Z'Maja?

That means if you fight Z'Maja on normal difficulty alone, with one or two bosses she will not drop any Welkynar Style Motif Fragments.
On normal difficulty with all three bosses present you will obtain 1 Welkynar Style Motif Fragment.
On veteran difficulty you will always earn Welkynar Style Motif Fragments. But you will earn more Welkynar Style Motif Fragments if you fight Z'Maja on a higher difficulty.
Where can I obtain a Welkynar Binding?
You can earn a Welkynar Binding once per week by completing the weekly repeatable quest Woe of the Welkynars in the Cloudrest Trial in Summerset.
Where can I find the weekly repeatable quest givers in the Summerset DLC?
Is it part of the ESO Base game or do I need a DLC or ESO plus subscription?
To be able to obtain the Welkynar Style you need to own Summerset or have an active ESO Plus subscription.
What do I need to craft the Welkynar Style?
To craft the Welkynar Style you need the style material Gryphon Plume which can be obtained by defeating Z'Maja in the Cloudrest Trial. You will earan more materials on veteran and harder difficulty.
