To be able to obtain the Sul-Xan Style you need to own Blackwood.
Blackwood will be available as a DLC when the next Chapter is released (May/June 2022) It will be then also part of the ESO plus subscription.

What do I need to craft the Sul-Xan Style?

To craft the Sul-Xan Style you need the style material Death-Hopper Vocal Sac which can be obtained by defeating Bosses in the Rockgrove Trial in Blackwood.
