In December 2021 you could purchase the Stalhrim Frostcaster Style for 2000 Crowns or with ESO Plus for 1600 Crowns.

What do I need to craft the Stalhrim Frostcaster Style?

To craft the Stalhrim Frostcaster Style you need the style material Stalhrim Shard. Since the Stalhrim Frostcaster Style is a Crown Store exclusive Style there is no way to earn in-game the Style Material. To craft the Style you can use Mimic Stones or create an Outfit via the Outfit System
You might find Stalhrim Shards by deconstructing player crafted gear in the Stalhrim Frostcaster Style. These Stalhrim Shards can be sold or traded to other players.
