To craft the Redguard Style you need Starmetal which can be found in chests and in almost all types of lootable storages throughout Tamriel.
Additionally you can buy Starmetal for 15 Gold from Clothiers, Blacksmiths and Carpenters.
You can find these vendors near crafting stations in almost every bigger town in the Elder Scrolls Online.
