The Imperial Style is really hard to find. It is much easier to invest gold and buy it from Guild Traders.

No, everyone can learn the Imperial Style. If you play a Imperial Character you will be able to craft this style immediately.

What do I need to craft the Imperial Style?

To craft the Imperial Style you need Nickel which can be found in chests and in almost all types of lootable storages throughout Tamriel. Additionally you can buy Nickel for 15 Gold from Clothiers, Blacksmiths and Carpenters. You can find these vendors near crafting stations in almost every bigger town in the Elder Scrolls Online.
