How can I obtain the Hungering Void Weapon Style?

You can obtain the Hungering Void Weapon Style each time you complete the Vateshran Hollows Arena.
If you complete the Vateshran Hollows Arena on veteran difficulty you have an increased chance of earning the Hungering Void Style chapters.

Is it part of the ESO Base game or do I need a DLC or ESO plus subscription?

To be able to enter the Vateshran Hollows Arena you need to own the Markath DLC or have an active ESO plus subscription.
