How can I obtain the Honor Guard Style?

You can obtain the Honor Guard Motif chapters by defeating the final Boss of the Blackrose Prison Arena. Be aware that the Blackrose Prison Arena is designed for groups of 4 players.
The chance of obtaining Chapters and Style Items increases with the difficulty of the Arena.

Is it part of the ESO Base game or do I need a DLC or ESO plus subscription?

To be able to obtain the Honor Guard Style you need to own the Murkmire DLC or have an active ESO plus subscription.

What do I need to craft the Honor Guard Style?

To craft the Honor Guard Style you need the style material Red Diamond Seals which can be obtained by defeating bosses in the Black Rose Prison Arena.
There is also a weekly repeatable Murkmire quest available for the Blackrose Prison Arena.
