Is it part of the ESO Base game or do I need a DLC or ESO plus subscription?

To be able to obtain the Celestial Style you don't need any DLC`s since Craglorn is part of the base game.

What do I need to craft the Celestial Style?

To craft the Celestial Style you need the style material Star Sapphire which can drop from bosses in Sanctum Ophidia, Hel Ra Citadel and the Aetherian Archive Trial. Additionally Star Sapphire can be obtained as as a reward from the weekly repeatable quests.
