You can obtain Pelinal's Boon Boxes by completing Daily Repeatable Quests in the Cyrodiil, Battlegrounds and Imperial City. If you already earned a Arkay Unending Cycle Style page that day, you can instead find Ayleid Lich Style pages in Pelinal's boon Boxes.
