Is it part of the ESO Base game or do I need a DLC or ESO plus subscription?
To be able to obtain the Ancestral Akaviri Style you need to own Blackwood.
Also you need to own the Antiquities Skill Line which you can learn if you own the Greymoor Chapter.
Greymoor is also part of ESO Plus (since June 2021).
You can unlock and use the Antiquities Skill Line as long as your ESO plus Subscription is active.
The Blackwood Chapter will available as a DLC when the next chapter is released (May/June 2022).
Then it is also part of the ESO Plus subscription.
What do I need to craft the Ancestral Akaviri Style?
To craft the Ancestral Akaviri Style you need Burnished Goldscale which can be obtained by excavating them via the Antiquities System throughout Blackwood.
