Who is Predicant Maera?
Predicant Maera appears in the Elder Scroll Online during the Whitestrake's Mayhem Event (formerly called Midyear Mayhem Event ). After you picked up the Whitestrake's Mayhem event quest for free from the Crown Store you can complete the quest by speaking to Predicant Maera. She will also give you as an reward a Pelinal's Boon Box and a Scroll of Pelinal's Ferocity.
What is the Scrolls of Pelinal's Ferocity?
Use the Scroll of Pelinal's Ferocity to activate a 2 hour 100% Alliance Points & XP gain for PvP player kills Buff. This Buff is active in Cyrodiil, Imperial City and Battlegrounds.
What can I do if I lost my Scroll of Pelinal's Ferocity?
Predicant Maera offers in her shop the Scroll of Pelinal's Ferocity for 100 gold or 100 Alliance points.
Where can I find Predicant Maera?
Predicant Maera can be found at the Gladiator's Quarters
Additionally Predicant Maera is also available in Cyrodiil:

Predicant Maera started to sell items 2020. Keep in mind that the Elder Scrolls Online probably adds each Whitestrake's Mayhem Event more items to her shop. She offers at the moment (2021) following items:
  • Alliance Banner-Bearer's Certificate for 50 000 Alliance Points
  • Alliance Banner-Bearer's Endorsement for 50 000 Alliance Points
  • Alliance Standard-Bearer's License for 50 000 Alliance Points
  • Scroll of Pelinal's Ferocity for 100 Gold
  • Scroll of Pelinal's Ferocity for 100 Alliance Points
You can earn Alliance Points from Activites in Cyrodiil or Battlegrounds.
