How can I obtain the Void Pathosis Skin?

To earn the Void Pathosis Skin you need to complete the Veteran Vateshran Hollows Arena in the Reach.
You have to unlock the "Vateshran Hollows Conqueror" achievement by defeating the Magma Queen, the Pyrelord, the Zakuryn the Sculptor, Iozuzzunth, Shade of the Grove, Rahdgarak and Maebroogha in Veteran Vateshran Hollows Arena.
The Vateshran Hollows Arena is a Solo Arena.

Is it part of the ESO Base game or do I need a DLC or ESO plus subscription?

To be able to obtain the Void Pathosis Skin you need to own the Markath DLC or have an active ESO plus subscription.
