Coral Haj Mota Decoys are obtained by defeating any enemies in the Spire of the Crimson Coin Public Dungeon.
It is possible to buy or sell Coral Haj Mota Decoys via guild traders too.
Where can you find the Ghost Haven Bay and Spire of the Crimson Coin Public Dungeon?
The Ghost Haven Bay Public Dungeon is located on the western part of Amenos Island. And the Spire of the Crimson Coin Public Dungeon is located in the north eastern part of High Isle.
Is it part of the ESO Base game or do I need a DLC or ESO plus subscription?
You need to own the High Isle Chapter to gain access to the Ghost Haven Bay and Spire of the Crimson Coin Public Dungeon.
High Isle will be available as a DLC when the next Chapter is released (May/June 2023). It will be then also part of the ESO plus subscription.
